BETHEL ISLAND — An Antioch man was arrested but released with no charges filed nine days after he allegedly backed a man into the Dutch Slough waterway at knifepoint, authorities said. The 34-year-old Antioch man was arrested on suspicion of making criminal threats. Prosecutors have not yet decided whether to file charges against him, according to court records.Police said that on July 4, the man and the victim were on the 3200 block of Dutch Slough Road when another man handed a knife to the suspect, who brandished it at the victim and told him to jump into the water or get stabbed. Witnesses later told police that the victim started backing up toward a dock and shedding clothes, apparently considering the offer to get into the water. When the 34-year-old man charged at the victim, he jumped into the Dutch Slough waterway and attempted to swim across, but needed to be rescued, police said. The suspect was arrested nine days later on a $32,500 warrant for brandishing a weapon and...Ukraine says its drones damaged a Russian warship

By Hanna Arhirova and Emma Burrows | Associated PressKYIV, Ukraine — Ukraine said its sea drones struck a major Russian port Friday and damaged a warship in an attack that underlined Kyiv’s growing military capabilities as the Black Sea becomes an increasingly important battleground in the war.The strike on Novorossiysk halted maritime traffic for a few hours and marked the first time a commercial Russian port has been targeted in the nearly 18-month-old conflict. The port has a naval base, shipbuilding yards and an oil terminal, and is key for exports. It lies about 110 kilometers (about 60 miles) east of Crimea, where Russia’s Defense Ministry said it thwarted another attack overnight. The Security Service of Ukraine and the country’s navy carried out the attack that damaged Olenegorsky Gornyak, a landing vessel of the Russian navy, according to an official with the security service. Associated PressMELEKHOVO, Russia — A Russian court convicted imprisoned opposition leader Alexei Navalny on charges of extremism and sentenced him to 19 years in prison on Friday. Navalny is already serving a nine-year term on a variety of charges that he says were politically motivated. The new charges are related to the activities of Navalny’s anti-corruption foundation and statements by his top associates. It was his fifth criminal conviction and the third and longest prison term handed to him, all of which his supporters see as a deliberate Kremlin strategy to silence its most ardent opponent. Russian state news agencies reported that he would serve this new term concurrently with his current sentence on charges of fraud and contempt of court. The prosecution had demanded a 20-year prison sentence, and Navalny said beforehand that he expected to receive a lengthy term.He was also sentenced in 2021 to two and a half years in prison for a parole violation. SAN PABLO — The vast majority of residents evacuated from their homes were allowed to return late Thursday night after bomb squad technicians made significant progress removing a massive — and volatile — stockpile of homemade chemicals that was discovered earlier this week. The residents of all but five houses along Stanton and John avenues were given the green light to return home at about 9 a.m. Friday, said Capt. Chris Toler, a spokesman for the Contra Costa County Fire Protection District. The move came nearly 30 hours after hundreds of residents were ordered to evacuate when authorities discovered a stockpile of more than 1,000 chemical containers at a house along the 900 block of Stanton Avenue, on the city’s north side. The discovery was made by the brother of a self-proclaimed chemist, one who died earlier this year after having spent decades living at the property. It prompted a massive cleanup and removal effort, complicated by the volatility of the chemicals invo...Oregon to allow self-serve gas pumping starting on Friday
